Presently, being the Chairperson of NCRF- Njinsky Cellular Research Foundation, he continues to play an active role in steering advanced stem cell treatment and research, with viable contributions to national and international medical standards.
Dr. Shaukat’s career is a whole-series of “firsts”:

RASC & NJINSKY
From 2017 onward continued his legacy through the private sector at Ramzan Ali Stem Cell Centre (RASC) and NJINSKY Medical Centre, a state-of-the-art facility with ISO 9001, ISO 14644, ISO 15189, and WHO GMP certifications, providing cutting-edge treatments to hundreds of people each day.
Prof. Dr. Mehmood Shaukat led several key roles such as Chairperson of the Corona Experts Advisory Group Punjab, Commissioner of Punjab Healthcare, and Chairperson of the Board of Governors at King Edward Medical University, helping shape public health strategy and institutional governance. Started and intiated the Wazirabad institute of Cardiology and is the Chariman of the institution from 2017 to 2020. His continued efforts have led many patients afflicted with autism, cerebral paralysis, muscular dystrophy, spine injury, and degenerative joint disorders to improve after receiving treatments.
Though his clinical and scientific endeavors are exemplary, Dr. Shaukat has equally served the impactful role of a teacher and administrator. Throughout his career, he has trained dozens of postgraduate medical professionals, many of whom are leading surgical departments and research institutions across Pakistan and beyond. He conducted induction of level 4 training. In addition, he has also served as an Editor for Pakistan’s only journal on pediatric surgery and shaped an academic curriculum that remains the gold standard in surgical education today. His students remember him for his humanistic approach to medicine- the philosophical belief, that every life is worth fighting for.
Prof. Dr. Shaukat is one of the most prolific authors and an internationally recognized figure in his field. He has authored and co-authored over 50 publications, both nationally and internationally, and has written chapters in textbooks on pediatric surgery and cellular therapies. In addition, he is also a great sought-after keynote speaker and has thus appeared at various international conferences in the UK, the UAE, India, and Southeast Asia. He has also significantly contributed towards the organization of many national workshops and academic symposia covering pediatric trauma, regenerative medicine, and medical ethics.
Prof Dr Mahmood Shaukat is the founder member and first secretary of SAARC Fedration of Assosiation of Peadiatric Surgery. Dr. Shaukat is an active member of the International Society for Stem Cell Application (ISSCA) and is also an honorary affiliate of the Global Stem Cell Group. His groundbreaking collaboration in 2022 with ISSCA led to the establishment of the first international stem cell partnership in Pakistan, helping to introduce global research and clinical standards with local medical practice. He is the president of the association of Peads Surgoens association in Pakistan and SSP Lahore.
Many patients treated under Dr. Shaukat’s protocols reported significant improvements in functions, independence, and quality of life. His stem cell programs address several clinical conditions supported by regenerative methods, such as:
Autism, Cerebral Palsy, Stroke Recovery, Parkinson's, Alzheimer's, Muscular Dystrophy.
Osteoarthrosis, degenerative joint conditions
For diabetic ulcers, post-surgical wound recovery
Neuro-regeneration, restoration of mobility
In 2007, Dr. Shaukat created Pakistan’s first stem cell lab at King Edward Medical University, an event that was unprecedented for a country almost unfamiliar with regenerative therapies. Solely intended for experimental purposes, the lab set the foundation for what soon became a medical revolution.By 2013, under his leadership, the first clinical application of autologous stem cells in the country was initiated in Jinnah Hospital Lahore.
Referred to as once “untreatable”, children suffering from autism, cerebral palsy, or spinal cord injuries, soon began to respond to treatment and what used to have been seen as miracles turned into a beautiful reality. Some of them were able to speak their first words, while others regained partial mobility. This was all a result of his relentless dedication, scientific expertise, and a firm belief in a body’s tendency to automatically heal when given the right tools and treatment.
The Njinsky Medical Centre and Njinsky Foundation have re-defined the noble mission of Prof. Shaukat from the conventional treatment of sick people to restoring dignity and quality of life for those abandoned by conventional medicine. Njinsky Medical Centre, which is the most advanced stem cell laboratory in Pakistan, is located in DHA Phase 6 (Raya) in Lahore. It has obtained ISO 9001, ISO 14644, and ISO 15189 certifications. The institute also features a biosafety level 2 (BSL-2) lab that meets WHO GMP guidelines and staffs PhD-level cell biologists, board-certified consultants, and fellowship-trained surgeons.
The Foundation serves the poor through funding and partnerships worldwide, providing free stem cell treatment for indigent children and youth suffering from neurological and degenerative conditions. The ailments and disorders that were once considered untreatable such as muscular dystrophy, autism spectrum disorder, cerebral palsy, spinal cord injuries, neuronal degeneration, Alzheimer’s, and Parkinson’s disease, are now being successfully addressed via the protocols pioneered by Dr. Shaukat himself.
